When writing a song, what comes to you first, the music or the lyrics?

When i write, I write in videos, or scenes. I imagine the pain, heartache, joy and tears. Then I see the words jump off of the page. I then see the conflict or the resolution of love acted out in a scene. I then start mouthing the words, forming a foundation and let the words drive the car and sit back.
